I wonder which war they are referring to? It does not say in the text. I presume the first, possibly second but hope its the Falklands or even Iraq! Either way it the argument holds water.

You need to see it in it's full context with the moves by FIVA to force their own view of Historic to be imposed throughout EU ( with the possibility of limited mileage restrictions at the same time same as much of Europe ).
Details here
http://www.the-ace.org.uk/fiva-definition-to-be-adopted-by-the-eu.html
The way we (ACE) see it is as an escape clause should the FIVA regs come in and a mileage restriction be enforced especially via MOTs mileage checks.
Yet again they are quoting extremely low mileage figures to use as a lever, if at some stage that bluff gets called ...?
I can't see a reason other than ensuring the Bentley Boys are protected from any restrictions..why only pre war....yet more elitism I'm afraid.
Lots more info in this thread over at R&S

Must admit, being the cynic that I am, my first thought was, is that a move to restrict historic vehicles to a limited mileage per year.

That has been ACEs worry for many years , if they are 'giving' you something you can hardly argue when the place restrictions
