We had the same problem years ago when Mike moved in with me - kept on getting warning notices saying they were going to prosecute - even tho ther was a licence oin my name at my address, they kept saying they were going to prosecute him!

In the end I phoned or wrote (too long ago) and told them if they continued to harass us they would hear from my solicitor.  Never heard any more.
