Some nasty bending at the base of the top tube, (lots of creasing on the underside), but otherwise, very much like a forum build. As you say, wonder who built it.

think the top rail was altered ,,,pulled down at the headstock  after the rear end was tacked up,,

could  be,, its close to home  ,,lol,,  i dont remember that  kink,, but i did part build a few and let other people finish them ,,
