got a packard bell
running an FSP250-60PNA(PF)
power supply
how can i test it

You cant PC power supplies have to be loaded (ie be connected to a load ) before you can test them.

Why do you need to test the power supply?

Seems to me that's a pretty good test - no output = it ain't working!

Then new power supply needed, they are cheap enough and easy to fit.

Hi there to test your psu without being conected get a paper clip, the connector that goes to the mother board jump  the  green wire with a black wire any will do then plug in lead and switch on, if all is well the fan should turn.
the green wire is the mobo switching feed
