I've just checked with Loony on this, as he spends his life surfing custom forums & follows all the up-coming trends.
This is an example of a Japanese craze for extreme, cartoonish styling, with huge spoilers & body kits. Motorcycles built in this style usually have massively extended tail pieces etc. It's got a name, but I'm not sure what. Loony says:

The cars and bikes like that are called bosozuku. The vans are called something else and the trucks are something else as well. As with everything in Japan there's a whole scene around the vans.
