Would this work?

Would I need to SVA the bike if I cut the rear of the frame off and moved the mounting points?

More importantly is there any specific grade of steel I would need for the new shock mounts?

Any modification to the frame that require cutting it puts it into MSVA territory. To a large extent this has been ignored in the past but things are changing with regards to modified bikes.
As to your grade of steel question... no, but stay away from air hardening steels or exotics. Normal low carbon mild steel will be fine.
As long as the mount is suitably designed, of sufficient strength and can be securely mounted to the frame, then it's OK.

I've hardtailed my bike frame & haven't put it in for testing, but I know I'll have to at some point.

Yup.
 MSVA isn't difficult, especially for a bike if you build to the manual. Just a pain in the ass getting it done.

I know, but if it gets flagged up I don't lose the bike, it just has it's registration rescinded, so I can't ride it. Then it goes back in the garage & gets modified until it passes. Not my only vehicle, not the end of the World.

Just to let you know the bike pictured is from a Russian website. 

This will be my first build because I've given up on the trike idea- 8 years since I first signeMore d up to the  world of the monkey and I'm sick of being stuck with no bike especially now my oldest son has recently got himself a 125 and keeps taking the p##s about me not finishing anything.

Anyways  there's nothing stopping me from making a  couple of alterations  - changing the tank and altering the shock mounts.

The main engine cradle will stay, the swinging arm will stay in it's original position and the front forks will go back on to the  keep the same rake.

This time next year?

Just a quick update.  I've started the rebuild!

First job clear the garage, rearrange everything and build a new workbench - check

Next breakout the new toy - cut-off saw and build a jig to hold everything straight (I'll post some pics when I get it finished - promise)
