It's an online photo storage thing - just google it and sign up!
Great thing is that you can post a link to a whole album and anyone can see it (depending on your privacy settings)

Most systems come with some form of picture/photo manipulation built in.
Windows 8 has picture manager where you can edit and reduce pics. I would think that using Paint would allow size reduction. It's where I add pics together to make one image.
Proper Photoshop you used to have to buy but I have never needed it.

on windows 7 if you right click a picture there should appear a menu one of which options is resize with small,medium and large format options
