On my kit car restoration, I have used the 3 stage POR15 paint. It is at its best if you have surface rust.
Base coat :- POR15 Rust a black paint that reacts with the surface and seals the chassis.
Mid coat :- POR15 Tie Coat Primer, this is a grey paint so you can see where you have painted, and is the primer for the top coat.
Top coat :- POR15 Blackcote, nice shiney black paint that looks like its been powder coated.
Warning:- if you get the base coat on the lip of the tin and put the lid back on, once dry, thats your lot!!! it wont come off again

The only down side to this paint is the cost, but you do get what you pay for. Available from Frost Restoration.
