Unless they change things, it will be another way for the Gov. to raise money, as at the moment, you can only get refunds or pay for whole months.

And it will be extremely difficult for someone to come from any distance to buy a car as they won't be able to tax it straight away - they can phone their insurers to get it covered but it takes AT LEAST 24 to get onto the MIB database, without whuch you can't tax it.

Methinks someone didn't think this one through properly - what a surprise!
