Surely there's enough idiots on the road with licences, without adding more?!

Exactly, so instead of encouraging fuel users to go electric they encourage walkers and kids to go electric and put a larger drain on the power grid so it uses more coal, oil, etc or dumps more nuclear waste from electric production.
Yep progress.

In France they have had small cars known as micro cars that can be driven by 15yr olds without a licence, they are also used by older folks and people that have lost a licence for one reason or another, powered by a small diesel and an auto box, expensive to buy and not very fast but they have been around for years so I am imagining that the electric one is being readied for  when things go electric.

Registered as a microcar, in the UK you need a minimum of cat. AM licence (moped) so 16 year olds will be able to tootle around in them and carry a passenger, but they do have to do the CBT, theory test and road test on a moped first.

I'm driving around several of these Gutless Micro cars most days out here and it's ok, but in a busy environment id say they are dangerous 😱🤣
