Suprisingly, for a Government produced document, that seems genuinely useful & as stated, is intended to help you get a pass, not to stop one-off vehicles getting on the road, as some would have you believe.

It makes more sense when they explain why they want things done a certain way -radiuses to prevent contact by a pedestrian's knee etc. Once you get into their way of thinking you can spot a lot of potential problem areas yourself & work around them.
