Anyone know what the ruling is? Summat to do with must be tethered if no key

Can't see any mention of that in my MSVA manual. It does say though, that the cap mustn't project more than 15mm above the surface of the tank, unless it has a sloping guard around it, (to protect the rider from injury in the event of a crash).
