A/ is the frame of the bike  B/  bearing housing  that holds the two tapered bearings side by side with the red line between as the washer 3 mm thick.
C/  home made bolt with 22 mm fine pitch thread with a   step down to 20 mm  for the bearings to slide on .
D/ the swing arm of the the  frame

So 'c' is fitted to the existing bike thread,or is that an addition as well? Oh,and did you allow enuf space behind each inner race to allow them to protrude inwards a bit as they get tightened to take up the play? When n/s and o/s bolts are tightened wont they 'pinch' the swing arm in a bit,or are you going to put shims between the inner race and the frame to centre it?
