I am proposing to use this method for fixing the brake pipes and handbrake cable. A hole is drilled and tapped, then the pipe is secured using a stainless p-clip with rubber liner and a stainless screw. Is this acceptable for the msva?

Should be, provided the pipe can't move in the clip & the mounting hole doesn't seriously weaken the frame tube, (should be fine on thick walled ERW tube, but maybe keep away from high stress areas if you can).

More than fine mate,my hand brake cables are held up with cable ties and the brake pipes with "double loop" cable ties so p-clips fitted properly will be fine

3mm CDs so that's ok then. Point taken about stress points

Thanks Wayne. That is very reassuring. The copper will be nickel plated (replica chrome) so I want the fixings to set that off was worried what was needed.

For the brake pipes, because I didn't want the hassle of drilling, I used zip ties with short (5mm) lengths of 6mm plastic tube to form the stand offs. MSVA inspector was more than happy about this.

Getting older but no wiser! Just using bigger hammers. The answer to most problems, fire and lots of it.
